Yes you can.  The adjustment screws are still accessible.

If you can, try to find yourself a set of Duetto trim rings.  They allow you
to leave the headlights mounted from the front, and they fit under the
headlight covers.  They make for a real slick installation.

They're *very* difficult to find..
