You've got it backwards.  The 4 cyl in the Scout 80/800's was laid over
an additional 10 or 15 degrees for lower hood height.  IH essentially did
a body lift to get the V-8 into the 800A and then went on to install the
4 cyl in the Scout II with the cylinders at the same angle as that bank
is in the V-8 (not rotated down).  I think an older 196 should bolt up to
the flywheel housing in your Scout II (but I can't say for sure there
weren't any bolt pattern changes) which would install it in the "normal"
position.  You may have to build appropriate motor mounts as I wouldn't
be surprised if the mounting points on the block didn't accommodate the
rotation.
