question about California Emissions on a M Coupe

No. All BMWs are "50-state" cars, meaning they are all manufactured the
same, with the same emissions equipment, to meet the most restrictive state
regulations (CA & MA particularly). This can be seen on the sticker on the
driver's side front shock tower.

So, no matter in which state you purchase the car, it'll meet CA emissions.
