little white plastic connector coming off the head

splice but I don't know if it has any other function.
Does it contain a resistor? It has completely rusted
screws so I can't seem to replace it into the
connection. Do I need to replace this or can I just
splice the free wires together?>>>>>>>>>

Sounds like someone cut the wire rather than remove it from the light
assembly ( to remove the fender perhaps). Just splice the two back together.
