You could rewire your light to do what ever you want. I use to have the
fogs (previous car) operated separately from the headlights, more useful
than keeping them on with the brights.

BUT, at least, in PA this will fail inspection! Not worth the hassle.

Also the brights will wash out the fogs so this would be a waste of time
except for the small amount of side lighting.

What would make more sense with brights is driving lights or rally
lights. But to wire them the way you want and to pass inspection you
will need to keep them covered when not in use.
