Most use an optical device now. From the Car & Driver Road Test Digest
page:
"Time, speed, and distance are measured with a Datron Correvit optical
fifth wheel. All performance results are corrected to standard
atmospheric conditions."
A quick internet search for "Datron Correvit" yielded some interesting
pages on performance testing as well as Datron's homepage:
http://www.datron.com/
BTW, they appear to be a German or Austrian company from a quick glance
at their site.
