 Here in the CA bay area, it seems to be just that way.  The freeways
are often walled with concrete and there's nowhere to hide with radar.
Radar isn't very useful for picking out the speeder in 4 lanes of
heavy traffic anyhoo.  With all the traffic, it isn't hard for the CHP
to sneak up on the violators - ask my friend...
