This is a very common and easy to remedy problem.
The check valve on the back of the intake manifold is sticking. Remove it,
spray some carb cleaner through it and then blow it out with compressed air.
This should fix it. If the problem persists after this, replace the check
valve. They are not all that expensive last I knew.
What's happening is that the ball inside the valve is not allowing any
vacuum through to the booster when it is cold. After things start to warm up
some, it starts working and presto, you have brake assist.

i've been forced by the delay in getting my 164 winter-ready to drive
my gtv for the past several weeks, which has been a little exciting
considering the weather up here and the AVS intermediates on the
car. it's been interesting seeing a number of systems that turn
out not to work well at all when very cold.
today, the brakes suddenly did something odd and unexpected.
intermittantly, when i depress the pedal, it comes up feeing much
harder than usual with a much shorter throw. after a couple of stops
in this condition, it goes back to normal (for some value of normal.)
anyone have any suggestions about what might be up?
