Graham,
This has all the earmarks of corrosion  in your fuse panel. This
fuse panel design is notorious for poor connections when aged. The
only solution is to discard all the old fuses, rub fine steel wool on
the fuse box spring terminals, and put in new fuses. Use compressed
air to blow out all the steel wool pieces or there will be undesired
cross connections.
