I just fixed a similar problem on my '84 spider.  One head light and some
driving lights were not working.  If you follow the wires from the lights
back about two feet, you will find a plug.  The contacts in the plug on my
car were very corroded and creating a short.  Clean up the contacts real
good, put some die-electric grease on them and hope it's that easy.  As for
no power at the fuse, I can't help.
