First, it isn't IRS - but you knew that.

The Alfa Romeo Tipo 512 single-seat rear engined prototype GP car...
Just as John refers to both mid and rear-engined cars as being rear-engined (he has his reasons, as he's explained before, although to me it's a very important distinction), I'm going to suggest that it's perfectly valid to refer to the DeDion as IRS (Independent Rear Suspension). While I choose to make the distinction between indepedent and semi-independent rear suspensions just as I make the distinction between mid and rear-engined cars, the fact is that for many people's purposes, a sprung (fixed) differential is the defining factor of an IRS. I dare say that that's a fairly reasonable definition.
