Joe & Mat
I think if you review the past several years you will find that most of the
leading F1 teams have been accused of cheating aka pushing the
interpretation of the rules to the limit & perhaps a little beyond . This
also applies to other forms of racing too.

The problem in this particular case is that the rules were found to be
imprecise and the measurements were take inaccurately. Hopefully the FIA
will get their act together.

If you look back at the reports on the F1 web sites in the day or so
after the incident, you will note that Newey (McLaren) was acknowledged as
having spotted the so called infraction at the Euro GP and that McLaren
chose their moment to reveal their suspicions (unofficially) only when they
were soundly thrashed by Ferrari. Sour grapes, un-sporting? Maybe, but
why didn't they have the courage of their convictions and file an official
protest? Could it be that they saw the ambiguity in the regs & hoped the
FIA wouldn't & would disqualify Ferrari with no recourse - hence giving
McLaren the championship? No, surely not ;-) !!

Can't wait 'til Sunday to see Ferrari do it again - thrash McLaren that is!
