I've had excellent luck both removing and installing cigarette seals with 
about a 3-4" drywall or deck screw. The coarse thread kind works best; 
galvanized ones seem to have a little more bite, too. 

Of course, the seals will come out with the rear main bearing cap, but that 
assumes you wanted to remove the cap in the first place. If you're just 
replacing the pan and/or gasket (like when you've just smashed the pan on 
your 164!), screw in the screw and then pull screw and seal out with pliers. 

To install, screw the screw into the seal until it's almost through, then 
smear the seal with silicone sealer and push it home. The screw stiffens the 
flexible rubber much like certain implants do to certain undesirably flexible 
body parts. Since the seals are dimensionally identical in 4- and 6-cylinder 
engines, this applies to them all.
