this problem, imo, has nothing to do with the bulbs.  you have a shorted
wire somewhere between the brake pedal switch and the tail lights.

the obvious first place to look is inside the trunk, for a chafed wire
that's coming into contact with the body of the car.  there have also been
problems with the circuit board that the tail light bulbs plug into.
