Sure, it's a viscous coupling which means at low
temps there is almost no grip, so you can turn the
fan by hand and with the engine running the fan is
turning rather loose.

When things heat up you'll get a close connection
and the fan in rotating with engine rpm ... giving
you some air flow.

So in theory that's working fine. This unit is
somewhat prone to failure and obsolete when
fitting an electric fan.
