The American carb is a problem..I've never seen one with one that ran  well
throughout the range...
though there is always a first.  Install a Lumenition and the proper
carbs..also check the distributor for
wear and advance,both vacuum and centrifical. New wires plugs,cap rotor etc
also.

Run a compression or leak-down test..If it has good even compression it will
run well if carb and ignition are working right.  (Vacuum leaks excepted;and
they are easily remedied)
