I can't say as to the MC carb but it's common to have a small vacuum
pulling through the choke bimetallic spring housing on those carbs
that use the heated air tube.  The tube is heated by the exhaust
cross-over in the intake.  The vacuum draws heated air over the
spring to affect its expansion, opening the choke and IIRC, closing
off this vacuum port.
