This is going to be a fair amount of work.  I wouldn't do it halfway.
You'll just be back in this situation in a couple years.

I'd grind/sand off the paint and the damaged layers of the old top.  If you
wind up taking off some fiberglass cloth I'd replace the layer.  I'd use
1.5oz fg cloth which is used in aircraft work.  You used to be able to get
it from Wickes which is in Illinois.  Wickes pipe organ company is a very
serious supplier of aircraft building supplies.  I have no idea how that
happned.

I'd put the cloth layer on, then some sort of gel coat and then paint it.
Make sure the paint has some sort of UV protection built in.  Your sun out
there will make short work of it otherwise.
