I've had problems with rebuilt starters.  Cured it by going to a Navistar
dealer and buying a starter rebuilt by Delco.  Cost around $69 instead of
the $39 or $49 I had been paying for the other rebuilt starters.  This one
cranks faster and even sounds like a new starter.  They had real live new
ones too. But they were $300 and I didn't feel like spending that much.
