They are talking about a "fuel bowl vent" on the carburetor. It allows
atmospheric pressure air into the fuel bowl, otherwise the gasoline wouldn't
go in in the first place. Many later model carburetors have a bowl vent
valve to keep fuel vapors out of the atmosphere and their vents are attached
to the charcoal canister for evaporative emissions control. The valve only
allows the fuel bowls to "vent" under certain engine conditions like high
vacuum.
