The problem with fiber floor repairs is that fiber glass resin
doesn't really bond that well to steel, especially when there is
flexing, stress, or contamination (rust) present.  Even if you do
a really excellent job of cleaning the metal and lay down a nice
thick mat, the fiber glass usually pulls loose from the metal in
about three to six months.

One might have success with a fiber glass repair panel on metal
when a molded panel is made to replace the damaged area, it is
bolted to undamaged metal around the edges, and a high quality
sealer is used to protect the joint.  By the time you get done
making the mold, pouring the fiber glass, bolting, and sealing in
place, you might wish you had decided to weld instead.
