I'll tell you this:

Look at any other vehicle, with identical engine over the period. You'll
note that as the emissions laws kick in, compression drops, heads are
redesigned and the CAM profile changes, usually taking away overlap. It was
the only way they could meet the specs.

And, even in the case of the Triumph I used to have, the only change to the
engine itself from the early models ('69 or so) to the last ones made
(1973) was the cam timing. Oh, and the compression dropped slightly, but I
think they did that with the piston quench area and not the head itself.
