I think there's a difference between:

1) the point at which the trans (when in "Drive") will automatically DROP
to second based on throttle position, kickdown linkage, etc.

and

2) the point at which, EVEN if you move the selector to the "2" position,
the trans will REFUSE to downshift until the engine/vehicle has slowed to
an acceptable point.

I thought from your earlier post, Chris, that you were talking about #2. 
This post leads me to believe that you're referring to #1.  "Lengthening"
the kickdown linkage a bit will cause your auto trans to make an "automatic
downshift" a bit sooner, if that's what you're looking for.
