Toe-in is an easy "do it yourself at home setting". There are a couple of
ways to do it but I'll give you one.

Get the Scout on a flat surface, wheels pointing straight ahead. Stick pins
in the tire tread, at about the height of the axle. Very carefully measure
the distance between the pins. 

Now roll the Scout bacwards, until the pins are again at about axle height,
but at the back of the wheel. You might have to work with the pins slightly
below the center line, in order to have clearance under the springs, frame
rails etc. to measure. Now, measure pin to pin again. 

The idea is that the pins would be the toe in setting closer in the front
than they are in the rear. I think it's 1/16" for a Scout but you need to
check.
