Ken,
In my opinion, you should come right off the battery to a relay that 
supplies the EFI. The kit comes with what looks like a high quality 
relay, I think a Bosch for this purpose. When you turn the key on, are 
you hearing the pump run for a few seconds. You should. This ensures that 
you have fuel at the injectors. I can't quite remember, on your throttle 
body unit, you couldn't adjust the fuel pressure, but you do have a 
return line, don't you? 

Poor connections will cause this pre-pumping not to work. When I first 
installed my EFI, the Scout only started easily if I grounded out the 
pump wire manually for a few seconds in order to get the fuel started. I 
still have a dash switch that I can use in an emergency to force the pump 
to work. 

I probably have troubleshooting directions that didn't come with your 
unit. If you need them let me know and I'll get you copies one way or 
another.
