One way to increase lift on reground cams is to decrease the 
diameter of the base circle.  The base cicle is that part of the cam
that the lifter is on when the valve is shut.  The cam lift is the
difference
between the lobe measurement and the base circle.  The valve lift is
the cam lift times the rocker ratio.
