Jeff,

The Power valve and Accelerator pump are different devices for different 
purposes.

the power valve opens to enrich the mixture under heavy loads.  The 
accelerator pump squirts a lot of gas into the manifold when you open the 
throttle.  It is active *only* while the throttle plates are moving.  it 
is to account for the fact that the airflow can accelerate faster when 
the throttle is opened than can the fuel.
