You should be able to take the lead from the water temp sending unit 
(it's on the intake of my 196) and touch it to a ground point.  If 
the wiring is good, the temp guage should react in the cab to full 
hot.  If the guage reacts, it may be a dirty contact point between 
the sender and the connector or the sending unit may need to be 
replaced.
