Jet sizing

I've noticed some discussion about carb jet sizes.  IH only
jetted the carbs for sea level, and I always understood that
you had to jet down for increased altitude.  Rob lives in
Salt Lake City, about 4300 feet above sea level.  ...seems
like smaller jets would be a good thing here in Happy Valley
and might be needed for  emissions testing.
