Your reasoning about the bigger reservoir being for the brakes that do more
work is interesting, but sadly, not true. On all the cars I've worked on, the
bigger reservoir has been for the drum brakes, and here is why. The pistons on
disk brakes do not retract, except for a very small amount. There is no spring
or anything to make the brake pads go away from the rotor. On drum brakes
however, there are springs that physically pull the shoes away from the drums.
This means the pistons inside the wheel cyls move farther, displacing more
brake fluid. This is especially true as the shoes wear down, and even more
true if the self adjuster doesn't work properly. So, the larger reservoir has
to be for the drum brakes, not the disc brakes.
