Governors on 345 392

Would someone describe what happens during "valve float".. some quick 
calcs shows I had my '72 Scout II w/ 304 around 4800 or 4900rpm before I 
knew any better (115mph w/ 3.73 and 29" tires).. I *did* give that Camaro 
a run for it's money though.. :-)

I didn't notice anything particularly "bad" at that point.. 

OTOH, I had my 196 running around 4300rpm (4.09 w/ 31s = 95mph), and just 
couldn't coax it any faster.. not sure if it was a lack of "rev" or a 
lack of power (or both).. but it was flat-out.
