Rob,
Sounds like you may not have a thermostat, once the water in the engine
is warm, going out on the highway wouldn't cool it down unless the
thermostat opened to let the cold in. As for cardboard, you can probably
cover almost the whole radiator(assuming you're someplace cold). Just
keep checking your temp. guage. I also got a huge improvement in heat
when I flushed the heater core in my scout recently, just hooked a
garden hose to one side and watched all sorts of nasty stuff come out
the other( I think the previous owner put in a couple cans of stopleak,
turns out it was leaking at the radiator hose).
