What you're looking at is a road speed sensor, used for emissions
controls used on '71's and possibly '72's.  I don't remember for sure
what vacuum line ran through it--I think possibly it was the vacuum
advance for the distributor.  At low speeds, the valve in the sensor
would close and there would be no vacuum to the advance unit.

The 810 was the name for the successor to the 800 during its design
phase.  Apparently by the time it was officially named the Scout II, some
things like the model description on that label were too far along to get
changed from the 810 name.  It wouldn't surprise me if the linesets for
those early ones also said 810, but it doesn't mean anything significant
other than the fact it's an early Scout II.
