The bulb is replaceable.  Just pop out the fog light - instructions are as 
follows:

1.  Open the hood

2.  On the front air dam, right where the brake duct attaches there are two 
little notches on the side closest to the fog light - insert a screwdriver 
in the upper notch.

3.  Looking down behind the grill, you should be able to spot the clip that 
holds in the fog light, and the screwdriver

4.  Push the arm on the clip with the screwdriver until it unlatches.

Turn the round part on the back of the fog light, and you should be able to 
get to the bulb.  Installation is the opposite of removal.  Takes less than 
5 minutes, and about the same amount of mechanical aptitude as changing 
your air filter.

BTW - instructions to do this are also in your owner's manual...
