86 528e PS pump

pump is real noisy on left and right turns, a lot of bubbles, foaming inside
PS fluid reservoir. been trying to bleed the heck out of it but it seems the
bubbles/foam just keep on coming.
any ideas, pump bad? any special bleeding procedures?
