Power Steering Fluid

My manual(s) all say that the power steering is permanently filled (?) and has
no drain plug. 
Question Should you, and if so how, change power steering fluid periodically?
(Just looked in reservoir and man does it look krusty-no smell just really
black-)

It sure seems like the fluid would eventually lose whatever property it needs
to do whatever it is that it does...
