The adjustable cam gears allow you to fine tune the torque
characteristics
of your motor.  A retarded exhaust cam gear will provide more midrange
punch at the cost of some top end.  This is a common upgrade for street
or
Autocross use, since it is a euro factory part (evolution part?). [This
is
all off the top of my head - someone with facts should really chime in 
right now.]

The gears you saw for your E30 M3 have multiple settings for your car.
You pick one, set the sprocket, and that's it for all RPMs.  To change,
stop motor (let cool) and set sprocket again.  If you go with hotter
cams,
milder cams, bigger displacement, bigger headers and exhaust, and chip,
the cam gears allow you some range of adjustment.
