Had a very similar problem in my '90 535i. Turned out to be a hot
water valve stuck in the full open position. The dealer replaced
heater valve assembly (located under the hood under an about 5" square
black plastic cover on the driver's side just forward of the firewall
inboard of the fuse box) and that fixed the problem.
I have another HVAC problem, though. The thumbwheel temp control
between the center dash vents no longer controls the mix of heated and
cool outside air the way it should. How's yours?

What should happen when changing the switch from cold to hot?
Anywhere I can measure with my multimeter to determine the problem?
Fuses and such all seem fine...
Any help is much appreciated!
