VASCAR & out-of-state reporting of violations

What the heck is VASCAR? I know it is some cop
speed measuring device & not a redneck racing
series, but how does it work & more importantly
how can one detect it?
Also, on the out-of-state reporting tickets to
insurance co. thing . . . I have heard all kinds
of stuff on this. I know a Florida ticket does not
show up on a Missouri license (as of 1 year ago).
Also Kansas ticket does not show up on Texas
license (as of 2 years ago).
I don't take chances & pay a lawyer to get my
tickets changed to non-moving violations. Someone
told me all states exchange info now, but that
sounds like something Dale Gribble of "King of the
Hill" would say ("It's the BEAST, man.").
