for a while there was a 'gentleman's agreement' between BMW Porsche
and Mercedes that they would limit to 155mph.. kind of an effort to
get the greenies off their backs..

but now that big and fast in the 90's is acceptable, porsche and then mercedes
threw the agreement out the window

I think in NA one of the main reasons for limiters is related 
to some degree to what TIRES the car comes with.. 

H rated = 130mph / 325's came with 128mph limiter (?)
Z rated = 150mph

and they use lower speed rated tires (and hence lower speed limiters) to
make the car less expensive.
