Vibration when turning steering wheel

Hi everyone,

I've got 93 325is and when I'm idle and turn the steering wheel left or
right, I notice that there's a vibrating noise coming from under the hood.
It happens usually when I put the car in reverse and try to park. It happens
when I turn the wheel even slightly if the car reverses or goes forward from
idle at low speed.

I took it to the dealer, they're saying that the power steering filter is
old and the fluid is really dirty so not enough clean fluid is in the system
for the hydraulics to supply enough juice to turn the wheel w/o vibration.

Is this true? Any ideas?
