Thats definitely the case with shim type motorcycle systems. We grind shims
all the time (either very carefully on the flat side of a wheel, or a
sanding disc or preferable with a surface grinder) but never grind the
valve. The valve is also much more expensive to replace than a shim so I'd
rather grind a shim just for that reason.
