These ones can cause a problem.  As Dean says, cut off the heads.  The
interesting thing I've found is that once you do that, and remove the
tension, the threaded part will usually come out using your fingers.

Our California brethren never know what I'm talking about when I whine about
how difficult these particular bolts can be.  On California cars, they're
never a problem..
