At one point in time I seem to recall hearing that the rest of the world
was
still using the "old" oil-fed part, but that seems unlikely to still be the

It very much does seem to be the case. Alfa does use a mechanical
tensioner in the later versions of the V6, but they still supply the
older hydraulic units. The USA style mechanical ones are certainly
not supplied in the UK.
I am fairly certain that the mechanical tensioners that have such
a short life span in the USA are a USA only part, designed and
made in North America with no connection to the Italian parent
company other than the name on the box.
I suspect there are a fair few parts that are locally produced and
then stuck in Alfa boxes. Oil filters, water pumps, etc all seem
different in their life expectancy / manufacturer for the USA market.
