Brake fluid is "hydrophilic".  This means is actively seeks and absorbs water and water vapor.  Your brake system is an open system.  Air is always on top of the fluid in the master cylinder, right?  So, the water get absorbed into the fluid and that is why it goes bad as a function of time and humidity.
