toe can be measured easily using homemade tools.
portable alignment tools do exist, i see them in the racing community, used
by "higher end" racing teams. in particular, Joe Stimola (well known scca
formula car guy based on long island) has some very nice Mitsutoyo tools
for trackside alignment. i was involved in a protest over alignment of a
showroom stock car at Pocono a few years back now and learned the process
from joe.
working on a level surface is important, but there is a very straight
forward procedure for "leveling" a pad using a carpenter's level and
aluminum shims.
