I rcently went through this with my 83 GTV6.  When I turned on the wipers the 
current draw caused a 4-6 volt drop on my voltmeter and the wipers hardly 
moved and would feedback alot of noise into the electrical system.  The the 
handle on the wiper switch broke.  A new switch was $129 USD and you have to 
remove the steering wheel to actually replace the switch....a daunting task.  
Luckily I found a complete replacement steering column, with all the switches 
for a bit more than half of that and replacing the whole column is only 3 or 
4 bolts.  After replacing the column I found that the wipers worked perfectly 
normally so I have to conclude that the problem was in the switch and not the 
wiper motor.

You might try applying 12V direct to the motor and see if that solves your 
problem. If so, the problem is in the electrics and not the motor.
