I tend to disagree on this one.   I think that the amount of water would be
a constant (or close to it) similar to the "Law of Conservation of Energy"

Why ?   Well with all the internal combustion engines around nowadays
turning Oxygen and Hydrogen in to Water, you would think that the
atmospheric levels of both elements would be diminishing.  As I don't
believe this is true, there must be some other process turning the H2O back
into its parent elements.

Now, this is all speculation on my part and I have absolutely no statistical
proof to back it up !!

Well, there is certainly new water. For a start the oxygen and fuel
in a car is burnt, and with a catalytic converter this results (in
a perfect world) in carbon dioxide and water
