This is not normal. It sounds like a fuel pressure problem. Probably caused
by a faulty pressure regulator, but could be caused by any small leak on the
pressurized side of the system. Is it worse after the car sits for several
hours?

The pump does not run with the key on and the engine not running. It does
run when you crank and thus builds up pressure. The second time you try to
start the car the pressure is there and the car starts.
