It's not clean enough.  Take a single edge razor blade and hold it
vertically and firmly scrape back and forth.  Do not angle the blade.
Pretty easy once you've tried it.  Then follow up with lacquer thinner to
really clean the surface.  You'll be surprised how much cleaner you can get
it (bare aluminum).
